Yes, national AutoPASS regulations require the tag to be correctly attached for you to receive discounts and benefits. 

If you do not have the tag in the car but leave it at home, you must still pay the monthly fee. Your crossings will also need to be processed manually. If you have the tag correctly placed in the car, you are guaranteed all your discounts and benefits. If you terminate your agreement or pause it, you will have to pay full price at all toll stations and lose all the benefits linked to the AutoPASS agreement.
